It was a good idea….. but poorly executed. Introduced in Civil War #5 (2006) by Dan Slott and Stefano Caselli, The 50-state Initiative was created as part of the Superhuman Registration Act. It’s idea was basically two-fold, to assign a team for every state in America, filled with heroes (and villains) that have signed up for the Act and to properly train the next generation of heroes so that the Stamford explosion never happens again. Headed up by Iron Man, who would be made head of SHIELD, the idea was to make sure heroes were official members of the law and that they would have the same responsibilities and training as cops, firefighters etc. They also had the responsibility to arrest any hero or villain that was registered. With the exception of San Francisco (because they rejected the Act after Archangel saved the mayor and who made the X-men the city’s heroes), every state were given a team, but not all team are known and now all members were revealed.

Trainees were sent to Camp Hammond. They would be trained in the use of their powers as well as basic combat and strategy. Once you complete your training, you would have be assigned to a established team or a new team. That is how the Order were created as the programs first fully trained team. However, there were many heroes assigned to a community, like Harlem with Falcon, as well as many that registered with the act but allowed to operation in a solo capacity, like was the case with Moon Knight. When Norman Osborn was eventually made head of SHIELD, many would leave the program, while others would remain. Tony tried to keep people’s identity hidden by stealing the database of their real names and erasing it. Following the downfall of Osborn after Siege and the return of Steve Rogers, the act was abolished and the Initiative was dissolved.
