There are the law enforcement of the Marvel Universe. Introduced in Strange Tales #135 (1965) by Stan Lee and Jack Kirby, the Strategic Homeland Intervention, Enforcement and Logistics Division was a law-enforcement organization is an organization thought up by Howard Stark, a member of the Brotherhood of SHIELD, who approached the US government about his idea. They adopted the idea and assigned Rick Stoner to direct it. Most of the organization are unaware of the Brotherhood. Eventually, Nick Fury was made director after Stoner was killed by Hydra. Along with Tony Stark as a consultant, he brought many of his former Howling Commandoes with him and as well as other agents. SHIELD has risen and fallen many times over the years but will always include many heroes including Captain America, Daredevil and Invisible Woman, villains like Taskmaster and agents likes Dum Dum Dugan and Sharon Carter, among it’s ranks.
