When the Masters aren’t enough, it’s time to build an Army. Introduced in Captain America: Steve Rogers #13 by Nick Spencer and Ro Stein, the Army of Evil was formed after Baron Helmut Zemo and his most recent Masters of Evil began working for Steve Rogers, alternate version of Captain America that had grown up as a Hydra double agent. He gather as many villains as he could and they helped Hydra in their take over of the United States. They attacked many heroes and placed New York in a Darkforce dome tracking many heroes and other villains. They were place in stasis during Hydra’s reign of the US, due to Steve Rogers fearing what they could do. They were later released during the final battle against Hydra but were captured and imprisoned.
