The Hood did what no person had done before. He united New York’s super-powered criminals into a singular gang. Introduced in New Avengers #35 (2007) by Brian Michael Bendis and Leinil Yu, The Hood had become a Kingpin of Crime, he gathered the super-powered criminals and made him an offer. He would support them financially and keep them out of jail with his magic if they work for him. He would treat them as equals and not as minions. So most of them agreed and began working for him as an organized gang, facing off against the Avengers and others hero teams and would later work for Norman Osborn. They would eventually break up, after The Hood’s defeat, but reunited when the Hood wanted revenge against Dr. Doom when he was the Infamous Iron Man.

Now as for members, except for the Hood and his Lieutenant, Madame Masque, there is no fix membership per say. There were many members that were seen a lot and then there were some members that were seen in only a panel or two.
