When the US was run by a racist organization, they rose to aid those in need. Introduced in Secret Empire #1 (2017) by Nick Spencer and Steve McNiven, the organization known unofficial as the Underground was created when the US was taken over by Hydra under the leadership of a Hydra Captain America, then known as Hydra Supreme. Led by Hawkeye, this group worked to rescue and protect people who fell under the persecution of not only Hydra officer’s but the general public. However, in an effort to destroy this team, Hydra destroyed Las Vegas killing millions. Fleeing from Hydra, they would eventually end up in Washington where they witnessed the real Cap defeat his evil counterpart.
