The fourth person to become Russia’s version of Captain America. Introduced in Captain America #352 (1989) by Mark Gruenwald and Kieron Dwyer, Josef Petkus was a special operative for the Russia’s team, Supreme Soviets, who were sent to capture Soviet Super-Soldier when they defected from the Soviet Union. He would later team up with Captain America to fight bear-like creatures being controlled by the Darkforce.

The Supreme Soviet would later become People’s Protectorate after the fall of the Soviet Union and this team would team up with the Avengers and Alpha Flight to battle the Peace Corpse, the Altantean Army and the Combine. This team would later combine with Siberforce to become the Winter Guard, which Josef lead and changed his name to Steel Guardian. Along with a number of members, he would leave Russia’s service following Darkstar’s death. They would find themselves in Limbo and Steel Guardian would be killed by a Dire Wraith.

Given that most of the Red Guardians wear the same costume, you can easily use the Captain America: Civil War’s Giant Man wave as Josef.
