Before Miller stole Wilson Fisk from Spider-man, this was DD’s arch villain. Introduced in Daredevil #3 (1964) by Stan Lee and Joe Orlando, Leland Owlsley was once a respected business until an IRS audit revealed his criminal activities. Instead of hiding it, he embraced it, hiring gangsters and building up his criminal empire. He would fight against Daredevil for years before being arrested. After being released, he wanted to remain hidden so he moved to San Francisco. Hired by another crime lord, he was sent to capture Daredevil, but he was rescued by Black Widow. After stealing a device to increase his intelligence after battle the Cat (Greer), Owl used this to blackmail Black Widow and make her kidnapped a  veterinarian. What he didn’t realise was this was Shanna, the She-Devil. Together with Daredevil, they defeated Owl yet again.

The formula that gave him his powers had paralyzed his legs. He hire the Man-Bull to kidnap a neurologist but he was defeated by DD. He later kidnapped another doctor who gave him and exoskeleton. Owl would fight DD but the Doctor had rigged the skeleton to fail causing him to seemingly fall to his death. However, He was rescued by his gang who tried to force the doctor to fix him. Owl was given a pacemaker but a fight with Daredevil and Spider-man cause him to have a heart attack and fall into a coma. He recovered and had the Tinkerer repair his bracers. He began a crime-wave but was stopped by Spider-man and Black Widow.

He next went about trying to because the Kingpin. He tried to team up with Dr. Octopus but they fought instead and was stopped by Spider-man. Ock would attack Owl in his Aerie and defeated him. Owl was sent to prison where he would be cured of his paralysation. He would later swap foes with Vulture and fight with Spider-man. He would form the Gang of Four with Stilt-man, Gladiator and Copperhead to assassinate Kingpin. But it turned out that Copperhead was an undead zombie harvesting souls. Owl reached a moral point and sacrificed his life to save Spider-man. When Kingpin seemingly disappeared, Owl tried to take his place by trafficking MGH but was beaten and sent to prison by DD. However, he manipulated stuff from within prison to have Kingpin arrested and later DD for being Daredevil. When Foggy went to visit Matt in prison, Owl set his men on Foggy, seemingly killing him. Owl taunted Matt leading to Matt beaten Owl close to death.

Owl would eventually be revealed to have become Kingpin, when the Hood tried to sell off Deathlok and Hood shot him down. He seemingly recovered and his gang battle with the White Dragon gang only for the gang leaders to be defeated and captured by Superior Spider-man. His home was later broken into by the Superior Foes, who he captured but Beetle summoned her father, Tombstone, to rescue her. Owl would later team up with Boomerang to form with Sinister Sixteen. He would later become Kingpin of San Francisco, where he would battle with the Shroud and DD. However, Owl would trick Shroud in reuniting him with Julia Carpenter. When he broke his promise, Shroud kidnapped Owl, strapping him to a super-computer. He would be rescued by DD and Owl’s own daughter, Jubula Pride.
