He once admired Punisher but eventually began to believe there was another way. Introduced in Punisher (Vol. 2) #64 (1992) by Dan Abnett, Andy Lanning and Douglas Braithwaite, Nigel Higgins, also known as Outlaw, was inspired by Punisher’s war on crime and set about doing the same for England. He would meet his hero when Punisher worked beside him to prevent Kingpin from using the English Channel to unite the European crime family. When Frank was believed killed, he traveled to America to find out the truth, teaming up with other vigilantes and copycats. He would later stop the Architect from using Kingpin’s plan to unite the European crime families.

Years later, he had retired when he began regretting taking lives. Taking a new name, he move to North Yorkshire and tried to live a normal life. However, he was summoned by the Collectors to take part in the Contest of Champions (as part of a promo comic of the game of the same name) against the Grandmaster. He survived many fights as the fought for ISO-Sphere that would grant the user a wish. He would also meet Jake Gallows, the Punisher of 2099, who called him a traitor to the cause. As Maestro betrayed the Collector and other heroes fought, Outlaw managed to get the sphere and wished for the contestants to return to their own universes. He also wished for the life he took to return and would form a new team with other survivors of the Contest including Ares and Guillotine as the Champions of Europe. He decided to save people instead of killing them.
