Even when the public turned against him and he was forced to retire, Steve Rogers always stands up to fight the good fight. Introduced in Avengers: Twilight #1 (2024) by Chip Zdarsky and Daniel Acuña, this Steve’s history is pretty much the same as the Prime universe up until H’Day, which saw Ultron give enhancements to supervillains, exposing the identities of his enemies and saw him control the Hulk. In the climatic battle, Boston was destroyed with many Avengers dying. This caused the public to turn against the Avenger, particularly Cap who was leading the team. The government began enforcing a new act, the Watcher Act, against vigilantism where you either worked for SHIELD or you were depowered. Thus, Cap was forced to have the Super-serum removed from his body and return to being a normal human. He tried running for office but failed and was put under surveillance with his wife Rosa.

Jimmy Stark, Tony’s and Janet Van Dyne’s son, took over the New Avengers while Luke Cage and Matt Murdock tried to get Steve to fight back but Steve accepted his fate. But that changed when the government were going to run a documentary on the Red Skull and portray him as a hero. Steve went on TV to fight against this but was opposed by Jimmy. On the way home, he witness SHIELD’s brutality and went to fight them off only to be knocked out and rescued by the Defenders, led by a debilitated Luke. He informed Steve that Matt had been assassinated for trying to legally fight against the government. This caused Steve to agree to stand up and fight again. One of the Defenders replicated the formula and gave Steve back his powers. Now Captain America, he planned to reformed the Avengers, giving a recruitment speech in time square. Together they worked against the government and free the people from the government.
